We need a 'Ministry for Renewable Energy' that has the power to allow wind farms etc. to built as long as they meet a set of standard conditions, planning for wind projects should take 12 weeks, not the 12 years(!!) it took to get the UK's first community built wind project -Westmill Wind Farm in Oxfordshire (paid for by investors not government) wind project built -twice as long as the Sizewell B atomic power station. We know climate change is happening, but vested interests are derailing our move towards renewable energy using false pretenses in order to satisfy their own hidden agendas, for instance constantly claiming that turbines consume more energy in their construction then they ever produce, when they actually produce up to 80 times the energy they consume in their construction, including all the concrete used in the foundations. These are drastic times and we need drastic action. We'd have never have won the last war if we'd had a 12 year planning battle every time we needed to put up a barrage balloon.
Derailing the all too successful scheming, lying, NIMBY bandwagon is the first place we need to start to stop the demonizing of wind power and secure enough cheap, plentiful and limitless clean energy for the immediate future to power at least 20 percent of our needs, and maybe much more as 'smart metering' and other technologies kick in.
I completely agree what you are saying about the planning process - they know it needs to be changed by are so reluctant to introduce any solid legislation. The recent attempts have left complete discretion to local planning authorities to do and say what they want with new applications, and this is often largely influenced and steered by organised public objection.
Public opinion has massive implications for the policies that the government will dare to try to implement. In Germany, public opinion is much better, and even in Scotland, and the whole of the country has pulled together to create a massive Green Revolution including huge amonts of new wind installation. The existing planning "guidelines" on noise and distance from housing etc. are already overly strict - I mean the noise level allowed is 40dB, which is barely audible.
I agree that our main priority should be to take on the NIMBY movement in a very positive way, with positive campaigns about how new wind power can have huge benefits, as well as being necessary. What won't work is to shout them down and just consistently tell them they're wrong - we need to get the positive facts out there in the open. Wind awareness days? School Speakers? Community wind farm visits? Who knows....
It's appalling that we're lagging so far behind the rest of Europe in so many arenas - policy, public opinion, manufacture, government support, financial support (e.g. bank loans), grid etc. etc. the list goes on - especially considering that we have the best wind resource in the whole of Europe, by FAR. What's worse is that we're even deterring other international turbine manufacturers from locating here, because none of these support networks are really in place as they are elsewhere in Europe.
